Dude,

After you install GTA: Vice City on your machine, download and install this Official Patch.

Then you need to download this file, unzip it, and replace the main *exe with the new file.

After that, you should be all set to play.  Hopefully my joystick will work out fine.  It's not exactly like a Ps2 joystick, but pretty close.  You might need to configure it a bit. 

Otherwise the keyboard driving controls aren't too bad.  And it's pretty neat you can listen to your own music, and do instant replays of jumps and stuff you do.
